I think it was because he used Duncan Hunter's terminology for the "troop surge" instead of hers.

The scowl is permanent, but it was particularly nasty last night until after he talked about Iraq. Then she seemed a *little* happier.

I think they all practiced the Cheney Scowl. Sort of like the Dark Side's version of a Jedi mind trick. Scowl at a reporter in 2003 who questioned their decision to go to war in Iraq and he'll go "This isn't the damning proof of warmongering we're looking for."
